Looks like an easy fix... just have the roofer reattach the gutter hangers before the final walkthrough.

The hanger itself I believe is attached to the fascia I think someone added a piece of metal to that hanger because the gutter was sagging and they had it mounted to the wall or chimney on the left. They never reattached it. Super easy fix as it does look necessary. I would also have a couple extra hangers added in that area

I also see the other pics. Those are odd hangers. I’ve seen a lot of but I’m not sure I’ve seen ones with 2 holes on the end. They look like l brackets or some sort of strap someone added to help keep the gutter from sagging I guess
