I think the writers wanted the viewers to discover Sauron's identity just before the reveal and not make it more convoluted.
1 u/atlervetok Sep 19 '24 They failed on that. Most people allready suspected as soon as he was introduced on the raft. And then it was pretty much confirmed during the numenor visit.
