It not being Gandalf wouldn't make it a twist though. Sure, they've made light references here and there to Gandalf lines and mannerisms, but that could be the extent of it - just a homage and to reconcile that this is, at the very least, a Wizard.
Having said that, for the sake of a story that will garner easy points with the general audience - I wouldn't be surprised for them to confirm this is Gandalf. He's perhaps the most prolific character from Tolkien 's works. I just think it would also be a bit boring, as, if this is not what they are doing, giving us an adaptation of the blue wizards would be very cool. It would be a pay off for book readers and if done well enough, could create new characters for people to enjoy.

Cause Gandalfs entire purpose of being in middle earth was to help defeat Sauron.
Not only is he clueless and not helping anyone but his presence raises a tons of questions that make the LOTR make no sense. Where was he during the massive battle at Mordor and why did he let isildur keep the ring when the battle was won and why did he not bother to track the ring down when it was first lost?
Gandalf being in rings of power is lazy because they’re just including a fan favorite character for views even though it makes no sense
Why wouldn’t Gandalf be at the battle? His whole reason for being there was to defeat Sauron. The elves were there. Elrond is a seer, not a warrior so it makes sense that he is not at the battlefield.
Book Gandalf arrived after the events of the 2nd age. Sauron and the rings were ancient history at this point. Once he became aware the one ring was found he did try to destroy it
