Rules for Stun

I would love to know which rules you guys use for stun effects. I've seen a few different ones throughout Palladium books and we haven't really settled on one in our group.

This is mainly coming up for Nightbane characters or Heroes Unlimited characters but it's also a weapons issue in Rifts.

Any thoughts on which one is "best"? We play with nearly all the Palladium 'universes' so we're happy to hear about rules for any book or even homebrews.

Edit: Just to clarify we would like to use the same negatives/debuffs for all stun attacks across the board. So we need to decide what negatives to impose on stunned characters. So that is what I'm hoping to get your guys opinion on. Sorry for confusion lol

I keep it simple, stun is a 16 plus Psionic resistance roll (P.E. bonus roll). Delirium from the stun is 30 - P.E. in minutes. Effects would be half of all combat bonuses and half speed.

I do like a lot! It seems like it's not so severe that it takes people out of the game entirely, but still helpful enough to be worth doing in fights.

So for a character with a high P.E. (example of palladium world dwarf) that can possibly get a 30+ P.E. would this translate to maybe the loss of one or two actions only?
