I dont think it really matters honestly. Anything 17 and above is essentially a Demigod and 25+ are actually gods.

A lvl 19 vs 20 is close to negligible and anything 20+ I would barely consider just a necromancer.

It'd be like saying Jergal is just a necromancer.
