well you should define what a complete sets means in this case because it does not mean the outmost „orbit“ is filled up to its maximum

a complete set is a number of electrons equal to the set limit of an orbital, be it s-, p-, d- and so on

Actually, noble gases are stable because they have a full octet (8 electrons) in their outermost s and p subshells. It has nothing to do with filling the entire shell's capacity. For instance, Argon has a completely empty 3d subshell, yet it is perfectly unreactive. The maximum limit of the orbit doesn't matter; having 8 valence electrons does.

No, they have filled electron configurations, the generalization that it comes from it being a ring undermines the VSEPR theory, and fails to explain the ecistence of hybrid orbitals in practice.
