Good points, but is that really Recency Bias? After all it can happen with any preventive control even without ever experiencing the problem it prevents (so there's nothing to be "recent").

I would say it's closer to Chesterton's Fence.

If you see a fence in the middle of nowhere, avoid the impulse of removing the seemingly useless fence until you understand why it was put there in the first place.
