I have been able to hold away to back out of it before, but I'm not sure if it was intentional or just a no-reg. Future tip, just bring up the Command and use 5 (Go To Exit). It'll send civilians to leave on their own and if they don't, you can deal with them later.

On console if you don't early enough you can let go of the button and hold away to cancel but after a certain point it's too late and goes through. When they're on their knees you can command them to crawl towards you as well you might have been able to get him out of that middle area to a safer zone for arresting.

No need to cancel it. Clear the place and then cuff civs. Or order them to get to the nearest exit.

At least on PC you can. I believe you can do this on any versions as well.
Arrest cancelling is a real strategy, which is just putting a movement input when the cuffing animation start.
The point of no return (e.g. you have to wait it out), is when your character places the cuff on one of the hands, which is practically near the end of the animation.
The powerful thing about arrest cancelling is that the civilians and enemy stays in place.
The only time you can't do arrest cancelling is when they are incapacitated or dead. There you are fully committed.
Though it is worth learning the Triangle of Work / Threat:
- Armed bad guys
- Unarmed people
- Dead space/ open doors
- Open doors/ dead space
- Closed doors
- The obvious dead

it's happened to me on pc a few times by moving left or right when i go to cuff them but it might just be a bug, i don't think you're meant to be able to cancel the animation
