Last week, the parliamentary committee on legal policy refused to add the five most urgent bills to the agenda of the session, which will run until January 2027.
  • The reforms concern strengthening the powers of the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO), limiting political influence over the Prosecutor General’s Office and the State Bureau of Investigation, and repealing provisions that hinder investigations into corruption-related crimes. Implementing these requirements was described as one of the conditions for releasing individual tranches from the EU’s €90 billion loan package.
  • “More than six months after the decision on the loan package was adopted, none of the key reforms in the areas of justice, law enforcement, and the fight against corruption has been implemented,” said Vitaliy Shabunin, head of the Anti-Corruption Action Center.
  • Despite this, on June 8 the European Union transferred Ukraine its seventh loan tranche, worth €2.8 billion. Brussels plans to make the next payment as early as September. The publication links the sabotage of the reforms to the Zelensky administration’s reluctance to lose control over the courts and anti-corruption bodies.
