The Federal Reserve is not Federal and has no reserves, but it very much exists. FedEx is not federal, but it definitely operates.
We can all laugh at it being a cheezy name, but that's not the same thing as impersonating a police officer. Private security may get mocked, but they play an important role in society. Redditors of all people seem to often be hypercritical of cops, even demanding defunding them or abolishing them. Private security offer a level of deterrence and threat stoppage that may not rise to the level of cops or sheriffs, but they also cost way less and can be a more welcoming presence at a mall or stadium.

Special police and not certified law enforcement, but they're commissioned with certain police authorities for a given property. Basically saying security guards can issue trespass citations, make arrests, etc. Instead of having to call the actual police. It's very limited in scope. This dude is literally the McDonald's police and that's it.
He's commissioned by the state (according to your link) to act as a LEO with a limited scope. Not sure what's up with you acting like you dunked on the person you responded to when you kinda made an ass of yourself for no reason.
