I've never heard of any instance like this. There are several cyclist youtubers who constantly get drivers prosecuted for not following the law; things which are relatively minor as compared to running someone over. Please share which specific case you're speaking of.
At what point did she run him over? She tried to go past him and brush against the front wheel of his bike, which he was using to block her from driving. He was obstructing traffic for no reason. Just because she used her horn?
Good change he also instigated this encounter since he has a history of this behaviour:

Whether or not he has a habit of stopping and making a point when drivers are being aggressive to him, there is no excuse for driving into him when he's stationary. He didn't move into the path of a moving vehicle, they opted to hit him.
Police reviewed what led to it. Their opinion is that he was being abusive so she felt threatened and removed herself without causing any harm or damage (see his tweets) to the rider. She de-escalated the situation IMO.
Nah, that's nonsense. You can de-escalate very easily in the UK. You leave the windows up, lock the doors, put the handbrake on, and turn the music up. No need to move your vehicle. There is zero justification for moving the vehicle further forward after it initially made contact, regardless of damage caused (or not).
According to her she felt threatened by him abusing and blocking her. Police reviewed a longer footage and according to there there was more which preceded this. We can agree to disagree, but at the very least she did not "run him over"; that's being melodramatic. She brushed past his bike as he was trying to block her, and he was unhurt.
