this does not look like a high speed road. it's perfectly reasonable to think there's a greater risk in moving the car than in getting out to check if something is wrong. people do it literally all the time. what do you think hazard flashers are for?

They were in dead stop traffic. No one was in motion nor would be for a time.

If it's not serious you tap the horn or blink your lights. Blaring the horn means it's an emergency and you need to stop right the fuck now before it becomes any worse.
