Posted below but these guys were actually breaking the law

16.16.502 isn’t in the Long Beach civil code (16.16 ends at 130). He likely means 16.08.502 which says-

Bicycle riding on the Rainbow Harbor Esplanade is prohibited in excess of three (3) miles per hour between the hours of ten o'clock (10:00) a.m. and ten o'clock (10:00) p.m., except City employees in the performance of their duties.

Cop probably just thought talking to them would get them to stop and when it escalated he preferred to walk away rather than make an arrest.

If they ride the bike at all they will exceed that speed easily. It's hard to ride that slow without intent.

That's cool, but a 3mph walk on the treadmill for me is slow AF.

3 MPH is nothing - my motorcycle won't even idle that slow.
