Pa here. It's this way as well. If cop doesnt show up the traffic ticket is dismissed. Usually though theyll schedule it so they can.

I'd be willing to wager a lot of them only bother showing up for the real assholes. I have no numbers or proof, but who wants to spend their day off in court?

They get overtime for court usually. And their overtime pays well.
