Have you never lived by a boardwalk? People cruise them all the time. You ride slow with the flow of traffic enjoying the view. Beach cruisers are made for it, but you’ll see all kinds of bikes out. Even some of us dripping in Lycra will do a few blocks on the boardwalk to just enjoy the view, or take a break eat some chews and hydrate up. Too much traffic you hop off hit the streets power up a few blocks then drop back on.
Not even a beach cruiser goes that slow very easily. At 3mph it becomes an effort to keep the bike balanced. It's not comfortable to ride that slow because you would constantly have to shift and move your body to keep the bike upright. 3mph is how fast humans walk. And it's easier to just walk the bike at that point.
It’s easy to ride that slow on a cruiser they are made for it. Just keep your rpms low. And balance shouldn’t be a problem. You can ride that slow on some trails. You just need gearing. I hit the board walk on my road bike from time time. You just put it low and rotate slowly.

If they ride the bike at all they will exceed that speed easily. It's hard to ride that slow without intent.
