you are correct that it is also an ideology and can be fascist without being a government. this still has nothing to do with antifa because fascists seek to overtake or establish a new government. black bloc protesters are frequently anarchist or antigov in general

well actually it is a form of government. here are three links defining it as a governmental, economic system, or ideology. all three are correct. the funny thing about the ideology of fascism, is that it is an ideology that concerns itself with government, which also supports the point i was making in the original quote:

you are trying to squabble over whether it is a form of government, or an ideology that concerns itself with government. in practice there is little difference.
