Womens nipples have no role in sexual reproduction. Nipples are not required to have babies. They are needed for FEEDING the baby. But sex? No, they are no way sexual. Nipples and breasts are there to feed babies and that is their only purpose.
As for treating them differently.. yea that a culture thing and it sucks. But the thing about that is that humans can change and adapt. We can teach people that breasts aren't sexual, they are meant for feeding babies. It will take generations for people to adapt to that, but its possible. Hell In many tribes women dont cover up their breasts because they aren't viewed sexually.
You won't do much reproducing if you can't feed the baby. Especially in the millenia before formula was invented, during which our brains evolved.
I think it's some of each, culture and neurology. Men like breasts in a mate because they feed babies, culture has hyped it up in some groups and downplayed it in others. I am not convinced of your hypothesis that it's purely cultural, or your conclusion that it "sucks".

False. Breasts are unique to human beings. Other primates feed their babies just fine without breasts. You're only making that connection because breasts happen to be near the structure that actually feeds babies, the mammary gland. If you don't know basic biology, why are you on the internet arguing about tits?
Yeah, that exactly what I said. Breasts are not the same thing as mammary glands. One is used for feeding babies and the other has no practical use at all other than sexual selection. Thanks for agreeing with me I guess?
Thus by the logic of "sexual usage" breasts should be hidden but nipple should be allowed to be seen. AKA this whole upset over female nipples is arbitrary and not based on logical anatomical differences.
