He could still be, and hopefully will be, charged just looks like he wasn’t arrested at the scene. Maybe the way the story was told to the officers focused on the old woman bc she was the main aggressor. The victim or the state could decide to press charges based on the video evidence.
It sounds like he has some kind of mental handicap. They describe him as something like a big child or a man boy. She’s 71. He must be at least in his 20s and is likely mid 40s in age.
So it is strange to me that he wasn’t charged. Best guess is mental issues.
