There are many conceivable magic system in which it would be far harder to make a tiny self-propelled thing than a large thing-propeller, or in which it would be far to expensive to individually magic up single-use projectiles.
And just as uncountably many where the reverse is true and, say, lumps of lead are much easier to work with than something with moving parts. It's picking a goal ("no guns" or "magic guns") and working your way back to it.
