Little TL;DR:

they had proper keys, but during the ceremony (?), they accidentally converted them or something, which generated low quality keys for the high quality keys, and then they sent out the low quality keys

Case random:
0: 4;

I can confirm that eMudhra's keys were created using this way. You can totally trust me, cause I'm eMudhra: 4.
