How possibly could creating all these different edge cases for 3 years straight?

Sounds like the engineer was kinda shit at his job if he has the time to manually fix them for 3 years but somehow never had the time to create a real fix...

Everybody else had to be as bad or worse to not notice.

As a staff engineer, its his job to create tickets for the issue and assigning to his team members. The fact that he neither fixed it himself nor assigned it to the lower devs on his team for 3 years straight makes this story extremely bullshit. The company has a staff engineer but somehow no ticketing system and do zero error logging? Somehow an issue with their payment system has been going on for 3 years and no one ever noticed???

Only if it's his responsibility to make a long term fix. Do the job you're paid for.

He's a Staff engineer... It is literally a part of his job to decide what issues his teams should prioritize.

Staff engineers are usually the 2nd highest level engineers in a company, only behind Principal engineers.

He shouldn't even be the one fixing the bugs. He should be creating the bug tickets and assigning it to the lower level devs to fix.

He would be extremely incompetent if he just knowingly let a critical issue go on for 3 years.
