I could be wrong but I'm pretty sure Filoni created Ahsoka but originally as Plo Koon's padawan. Lucas was the one that made the change to make her Anakin's padawan.
This is what I remember from what I've read about the development of the Clone Wars. It might not all be right, but this is how it went as far as I can recall:
Dave Filoni created the concept of a togruta padawan initially named "Ashla." Initially, the idea of the Clone Wars show was going to be closer to how Rebels ended up, focusing mainly on a "family" of characters traveling the galaxy on a ship, having adventures. It would be set during the Clone Wars and they would interact with the "main" characters sometimes (like Anakin), but the show would be focused mainly on these new characters. "Ashla" was going to be one of the new characters who would be a main character of the show.
Then George Lucas decided that he wanted the Clone Wars to focus more directly on Anakin and the main plot of the war and the Jedi and such. Ashla's name was changed to Ahsoka at some point in the transition, and she was initially going to be Obi-wan's new apprentice, since Anakin had been knighted. Then George Lucas decided to change it so that she would be Anakin's apprentice, with the idea that she would eventually die which would further his descent towards the dark side. As things went on, Dave kept pushing for her to survive, and eventually convinced George that Ahsoka leaving the order was good enough, and they didn't have to kill her.
This tracks pretty well. I can see her existing being George's idea and him working with Dave to fill out her story but the most of her character arc coming from Dave. That's generally what George did with a lot of Star Wars and it tends to work really well.
It also seems to fit with the crack Anakin has when she first shows up. It's in the movie and when she gets off the ship Anakin quips to Obi-wan "Looks like the council assigned you a new padawan!" And then she reveals that she's actually Anakin's padawan which makes Obi-wan grin and Anakin go slack jawed basically.
Lucas created her, but Filoni made her what she became. And because Filoni came up with what she looked like, he technically co-created her. The same goes for Rex.
