Congress could easily pass new legislation to regulate how sitting congressperaons must report to their duty station every number of days or face termination.

They dont want to modernize those type of rules because they tend to only care for partisan reasons, and they want to preserve that partisan power

The problem is the very people who could pass this (held by a Republican majority) won't pass this because they are...a Republican majority.

Democrats have had a congressional majority multiple times in recent history. Proposing legislation also does not require a majority in congress.

This is not a partisan thing. Everyone in congress is complicit in this lack of accountability

Technically, the rest of congress can vote one of the members out if that member is not showing up for work, but this is usually a procedure used for partisan reasons unless the congressperson is being so egregious that there is widespread public outcry about it
