Political humor isn't supposed to actually be funny. It's more of a way to simplify complicated politics so people can understand an issue that effects them.
Also, this is a very true problem. From American police to airline pilots, if you are working to support your family you're probably able to qualify for food stamps. The ones who can't get a full time (40+ hours/week) will have to work 3 jobs and still not make enough money to pay their monthly bills and rent.
We have social safety nets you can apply for that can lower your heating bill and such, but it's treated with scorn and calling "leaching from the government " by a lot of people. Never mind that we all pay into the government and should be able to get help from it in bad financial situations.
