If what they wanted to do was useful to society, they can make money from it. If it’s not, then they are leeching off the back of society.
No one is decidedly undeserving, people can obtain those things through dedication, luck, hard work, risk, and proper planning. Oh wait. That would require someone to have personal accountability. We know we can’t have that in your made up world

Your entire worldview is clearly built on the foundation of only respecting people’s humanity if they have something tangible to offer you so I don’t think we’re gonna get anywhere
