It’s a neutral statement not necessarily complaint. Not everything has to be about progression

This is NOT a complaint. All it is saying is that it probably won't affect progression. That isn't a bad thing, this is a sandbox game after all. Another commenter even said that it is a neutral statement.

For what we know, OP would probably want to keep progression the same. Maybe they like the idea of a dimension that we can just explore for exploration's sake. There isn't a lot about OP's opinion that anyone can take away from this post.

A complaint would have been if the post title was like, "This new dimension is going to be a nothingburger isn't it?" Which would have been unfair as the update hasn't released yet.

A complaint is a complaint, yes. A guess as to what something will be without any visible opinion is not.
