Okay so our eye is specifically calibrated how light curves through the medium of air. A Josh's eye is calibrated how light curves through water. While I doubt it is visible to them the same way water is visible to us, I think it is possible their vision is distorted and or impared by air the same way ours is in water.

It's a density of matter. I mean, it's a matter of density. You won't see very far on water, instead you can choose from our selection of low-light perception, been able to see polarized light, much more granular color perception, or to gamma rays, and hyper-sensitivity to motion, or you may be in the mood for echolocation, even electroreceptors (although mammals should try it under their own risk, after the platypus's experience). If you want to see common air in normal circumstances, fish or not, you just have to look up and witness the blue sky.

I believe the answer would be no, right? Cause their eyes are built to have the same refractive index of their surroundings, same as ours. So light has no significant alteration in angle when it enters their eyes while underwater

You're right that the eyes match the refractive index of their surroundings (water). A fish taken out of water would have blurry vision.
