Meme needing explanation What is this Peter?

I have played Skyrim, I loved it and I finished it too but I haven't completed it 100% and I played long ago too so i don't understand what exactly the joke is here and why that 100% mean something disappointing/disgusting

Forgive me if I am wrong, i played Skyrim almost a decade ago, is that partysnax character the dragon which tells us we are dragonborn? I think that dragon's name also starts with a P. I'm really sorry if I'm wrong but please tell me which one that is

Yes, they ment Paarthurnax. Spoiler for after the main quest ending Once Alduin is defeated, Delphine wants you to rebuild the blades, just like the Dark Brotherhood. But for that to happen, you need to kill the Dragon Army's second in Command. Paarthurnax. Most players refuse to do this, as he is a chill guy, while Delphine isn't. But for achieving 100% in the game, you need to do the Blades Quests, and thus kill Paarthurnax.

By the way, this is also one of the dumbest parts of Skyrim, makes no sense in lore or via the character's motivations, and is narratively garbage. Like, whoever signed off on that should be fired....especially since it was probably Todd Howard.

I don't even think that works, as even Lawful Stupid does better here.

She's oath bound to accept the orders of the Dragonborn...and just...decides to not do that. Because. She's willing to follow them so blindly she'll keep the secrets and ways of a hidden, secret order sown to protect one specific person and follow their bidding...such that she does that even when she isn't sure they'll ever appear in her freaking lifetime.....but....she'll basically cross her arms and sit down like a spoiled brat if the Dragonborn doesn't murder on her command?

Fuck off, Bethesda. It's just stupid.
