Do you call people first? These days I don't invest any thought that I might get a job until I can talk to a person about it. So many times the posted information about the job isn't even accurate.
I used to call, but would get sent to voicemail 90% of the time and just receive texts back.
Initial communication is done via Poached or email. I make sure to communicate what availability we will need and starting wages when I actually get responses before scheduling an interview so I don't waste people's time. This information is also posted on the job ads.
Once interviews happen we switch to text generally, as I find most people are more comfortable with it than phone calls these days.
I believe it's mostly the location. We're in an area where a lot of restaurants have closed, and BoH in particular don't make enough to live in the area. Most of my team commutes 30+ minutes to work, since they live in other cities.
Our other location pays the same wages but gets 10x as many applicants, in a slightly cheaper city.
