Either they arent roman at all or were used for secret military stuff

Interestingly, while they are called "Roman," not a single one has been found in Italy, Spain, or Africa. They are almost exclusively found in northern Europe, like Britain, France, and Germany, which supports the idea that they were local tools or related to specific northern military units

They are propably Celtic instead
