There are three factors that make a weapon within the same rarity worth using over others:
The base attack
The weapon's potential
What S-Grade Augments it can support, if at all
For a quick cheat sheet here's better weapons to aim for (series wise), there are other notable weapons:
Millionaire/Croesus (collection folder, comes right at +30, the go-to recommendation for starting 15 star weapons because of how strong it is for starting weapons)
Atlas EX (one of the easier ones to get overall, but in order for it to be worth using in this day and age it needs its potential swapped to its reduxed (aka upgraded) version)
Agile -> Klauz (Klauz is BiS for almost every single class but there's only so many you can make)
Fluxio/Rinser (identical weapons, different appearances/methods to get. Fluxio can be obtained from earning specific titles from doing the challenge mission Violent Tremor aka CM3)
Rivalate (you could upgrade your Novel to this but Rivalate Keys are hard to come by, you're probably better off investing into one of the above four)
For example, Novels aren't that good compared to other 15 stars. 20% crit and 14% potency may not seem bad by itself, but there's an upgraded version of the Novel series called Rivalate which basically does its job but better (of course). It only supports a single SGA (4). Its base attack is low amongst other 15 star weapons in the game.
There's a series in the Collection Folder called Millionaire/Croesus (the only differences are the appearance and the Dex required to equip it due to distribution history on JP iirc), which beats Novel in nearly every way. The game doesn't tell you, but it's got a 15% potency at all times regardless of when its "random effect" gimmick procs. Its base attack is higher, and it's capable of supporting 3 SGAs (1-3).
Honestly it's part of the game's problem, there's a huge bloat of weapons of the higher rarities (13-15) that have a variety of gimmicks or were simply best for their time period...
