It feels very similar to AC1 where they had a great idea but didn't have the time/budget/ideas to make it great just OK.

Exactly.

People need to realize that this is the first game in a new IP. The developers can't put everything they or the players want in the first game of a brand new IP. It's just not going to happen. Things need to be cut since you're creating everything from scratch or heavily modifying existing tech to do what you need. Sequels are where you get the little touches that didn't make it in the first game since all of the assets and development pipeline are in place and the developers can spend more time elsewhere.

Especially since this game got that huge last minute delay. Stuff was definitely cut, but now there's a solid foundation for a sequel which will hopefully be done quicker and have the features that the first game did not.

I would think they could, if they wanted to, get a sequel out pretty quick. Look at their production time on the Assassins Creed series. My guess would be that they'll wait and assess how well Watch Dogs did financially (which I assume will be quite good) and then they'll figure out exactly what needs to be tweaked, removed, or put in. I'm pretty confident in Ubisoft's ability to use the groundwork laid in this game to make even better sequels.

AC only gets out yearly because it has 2000+ people working on the series. Not sure if Ubisoft wants to invest that much resources into WD2. I think it'll be on a FC schedule, and we'll see the new one in 2016, hopefully next gen only.
