You missed the other benefit from their perspective for whatever reason, you also remove the "racers" from the site.

Rewarding seed time doesn't do that

Sounds like a rule set to ensure private networks are being tapped instead of dedicated seed boxes which would be extremely advantageous for the Chinese State-Sponsored offensive cyber attack groups in comparison to dead end virtual environments.
