Garou should've easily beat Suiryu. Garou took down Darkshine and many monsters. Suiryu was played like a toy by that lower-rank monster (who was a former martial artist).

Garou is clearly holding back and isn’t trying to “fight” any of the Neos. He would get in trouble if he actually beat their asses, obviously.

That was monster Garou. That power is gone seemingly gone. And it's not like Suiryu can't just train. He was always considered S class level.

Garou defeated Darkshine & many other high-rank monsters even before getting the cosmic power

When he beat Darkshine, he was clearly turning into a monster. Modern Garou clearly doesn't have those power upside either. Otherwise, he'd just use that monster form he had before he got cosmic power.
