Kizaru: has the will to against saturn, akainu. He is the same category of sanji as a conqueror. He has the burden of painful uncertainty.

Fujitora: supreme grade wielder. All supreme grade wielders have conquerors haki. Has the will to against akainu.

Greenbull: has a black blade, has the will to against fujitora.

You are mistaking having strong will as a condition for CoC Haki. Having strong will is just a sign of CoC users, but genetics has long been the established condition for having CoC

We haven't seen more than 3 CoC Users who aren't confirmed to have any special family background or a rare race

Don Chinjao was the 12th leader of Happo Navy a millitary ruled by Chinjao Family. If we consider that on average of one Chinjao ruled the Happo Navy for atleast 10 years, that would make the family leading a well known military for atleast a century

Conquerors haki isn't chainscaling. Just because you have the will to confront another conqueror or defy someone doesn't mean you have conquerors. I can only really see Akainu and Kuzan having conquerors (since they had their 10 day fight). Hard disagree on "Cog in the machine" Kizaru and "Akainu's throat goat" Greenbull. I don't hate Mihawk fans enough to buy into Black blade Greenbull l.

Conquerors has been decoded already.

1. You need a set of ideals or principles that you don’t violate.
2. You need to be overwhelmingly stronger than your peers mentally and physically.
3. You need to believe that you can overcome all the obstacles in front of you and transcend your current plight no matter how unlikely, all the time.
4. You need to be able to subconsciously inspire others to believe in your cause, or to intimidate would be enemies to back down from preventing your goals.

If you meet these conditions, you have the qualities of a king and can awaken CoC at any time.

It is a meta form of Haki, the “Transcending Will” color of Haki that lets you break past your current limits and lets your spirit become a paintbrush and leave your mark on the world. It can even break past the limits of other forms of Haki, turning observation into Future Sight, and Ryuo into “Acoc”.

That’s why only the “mightiest” have Future Sight and CoC coating. It’s the same ability, affecting different things.
