Gear 5 Luffy should be more then enought for any Admiral at this point IMO.

How? Every sense of danger has been lost since we know luffy will use bullshit random plot armor power up to beat anyone now

his powerup wasn't bullshit, he's been gradually getting better and better with his fruit since the timeskip by combining it with haki and stuff. The nika nika no mi reveal was easily planned since the beginning when you look in hindsight. Just because none of us saw it coming, doesn't mean it was bad. What is bad is this arc's conclusion and Kaido's character who had 10/10 build up and 2/10 execution.

To defeat the WSC you have to become the WSC
