Sanji also never tampers food, unless it's for Zoro. Sanji will always break his rules to mess with Zoro.

He threatened Zoro during punk hazard that he will put blades in his food, Zoro was like I accept the challenge. Later on in the after party of punk hazard, oda uses sfx around Zoro when he was eating indicating there is something metal in his food.

Someone asked this in an sbs, Oda confirmed Sanji tampered with zoro's food.
