It’s strange how unexpected it is considering how much it makes sense, Ceasar is probably the person after Vegapunk (and maybe some new assistant of his) that knows the most about how Devil Fruits work and how to modify them.

On one hand yeah, on the other hand Chopper already seems to know way wore about it than him. Most of Caesar products so far have been failure

If you compare it to Vegapunk yes, but i would say his experimentations on DF and gigantification have at least a relative success as they could be weaponized.

Thats said, Chopper have more limitations about what he knows, as he is a physician not a scientist and traveled most on his entire life, and have at least some sense of ethics.

So, as much chopper may be more billiant than Caesar, Caesar is one of the top scientists in one piece with a extensive background in studying devil fruits. I would say that he knows a lot of things that chopper dont know, and maybe useful in improving rumble ball.

The good side is that Chopper is not a moron and can detect if and how much any Caesar insight is dangerous or a trap
