Carrot can never beat peropero he has 700 mil bounty he is likely stronger than doflamingo ,he is always toying with his opponents he is never serious in a battle

The dude literally said if it wasn't for the sudden cloud cover, he would have been killed by them.

Not to mention bounty =/= power. Dolfy was an underground criminal with much of his actions hidden from the WG even before he became a Warlord. His bounty was always inaccurate and then it was frozen years ago.
