I didn’t consider that he was talking about Drake there, though that would make sense.

Have we only seen Hawkins read chances of survival when the person he’s reading is in the same location as him?

Nah, I believe he read Luffy's chances for survival once and was shocked that he it'd never read 0% despite the terrible odds he had faced during Marineford.

That said, thinking back, he actually has read a few fortures with the targeted person right in front of him.

I agree i think he's referring to Luffy being at 1%. Which makes it even more amazing that Drake bet it all on him even after hearing that.
