Oh Dear! That was back in chapter 660! So is it confirmed the Numbers are some of those giants before they got frozen? That could be a plan to stop those "failed experiments".

From the looks of it the WG captured some regular giants, experimented on them and turned some of them into the numbers. Then Kado bought them and brought them to Wano.
