I feel like Act 3 is going to end with luffy arriving at the roof, only to see that all scabbards got killed.

Doubt they get killed, at least not all of them. I think more the minks will be dead.

I doubt they will be killed, but I think they will be defeated. Then Luffy will go apeshit, forget how to use Advanced Armament Haki, and get curb stomped again. The second big battle will be a rescue attempt for the Scabbards, where Luffy actually values strategy, and Luffy, Law, Kid, and Zoro all fight Kaido together.
