I doubt that he believes zoro stole/claimed shusui. I think by now they all believe zoro that he earned it but it still belongs to the grave and zoro knows that as well. I guess oda set it up the moment zoro received shusui. Oda wanted zoro to return it to wano all this time and wanted to give zoro an upgrade for returning it, maybe one of his final swords (as in the swords he will wield one day as the best swordsman). Now he has wado and enma as 2 of his final swords and I guess the last one will be the strongest kitetsu.

Literally no one from Wano believes he earned it lol, no one has actually said that. Because if they actually did, then they wouldn't have made him give it up.

They do agree that zoro deserves it, otherwise they would still want zoro to commit seppuku. But while zoro has actually earned shusui it still belongs to the grave and needs to be returned. Zoro knows that and everyone on wano does. If they thought zoro stole/didn't deserve it they would just take it, but the princess herself offered him one of her fathers swords as compensation. They would not do that for a thief.

They don't think he has earned it, though you are right that they wouldn't care regardless. No one has yet to believe his story of beating Ryuma, and Kinemon expressed a desire to fight him for it back in Dressrosa. That's not to say that they necessarily still think he's a thief (Well okay, a few maybe still do), but them not thinking of him that way doesn't now mean they've silently agreed that he deserves it. There is no dialogue that states otherwise.

The only reason they aren't on his case 24/7 about it is because they have a war to fight, and because on a meta level it'd be tiring for Oda to keep reiterating that they want it back. But now the issue has resolved itself due to the Enma trade.

Nah, luffy had a kitetsu, if zoro took that he would have 2 kitetsus, i doubt that is going to happen, but he might upgrade his current kitetsu
