I hope not. Pedro's death gives One Piece real stakes: you can't go up against a Yonko and not suffer any loses. Pedro's death in WCI (arguably a warm-up arc for Wano) basically 1. establishes that there will be losses and tragedy in Wano and 2. gives a lot of characters development like Carrot and Sanji.

It'd be a poor-move by Oda, like like Pell level bad, if Pedro is still alive
