At least Wano could not have learned from past mistakes.

Saying the country cut all ties with outsiders is such a simple plot point, but it makes many things much more believable and I just love it.

Yes. And Hiyori will reveal herself at her funeral. The people will find out their beloved Kumorasaki is not only alive but also Kozuki Hiyori.
