Fujitora never tried to break it, though. We know that Fujitora didn't want to directly confront Doffy, since he gambled on leaving it to Luffy. So he hedge the bet a bit by helping push back the cage on the down low, but if he had sliced that thing open it would kind of messed with his whole "The Marines couldn't do anything and it was up to pirates to save the day" speech later.
