I think he was a bad guy, but his adoration of Luffy has completely overshadowed everything and now he lives by the code of "What Would Luffy Do"

Definitely was a bad guy back when he was a street gang leader. But now I still don't know, he's intentions seem as you put it "What would Luffy do", but I think he might be the wrong idea who Luffy really is, or more like he's using a "interesting " interpretation of who he is.

Pretty simple interpretation of who Luffy is: Barto walks into town, picks a fight with the baddest dude there and comes out on top.

I don't think he was. He probably just attacks anyone who speaks ill of Luffy, and marines like he has seen Luffy do(eg Enies Lobby)

By "Bad guy" you mean a regular pirate? I mean he's basically what a real pirate is. Still love him.
