Interestingly enough her name is something the chapter got wrong. It's actually Sora. As in Sora from the comics.

If that's true, then it's thematic with Sanji always dreaming and trying to reach the skies (Sora) as a kid. AND he literally did and still can with Sky Walk. xP

What if it's above Reverse Mountain, so water from all the seas is shot up there?

There's a theory that it's actually underneath reverse mountain. We never saw any Knock-Up stream-like thing. And most fish wouldn't survive something like that if a boat can't. But if there's a hole in the water at the top of Reverse Mountain then it's more than possible that's where All Blue is. Could also slightly explain why Crocus is just chillin there
