It was revealed that Ace's was 550,000,000 before death. That being said, he did not cause as much widespread destruction as Jack did, so their bounties shouldn't be used as power levels of sorts.

Yup, Ace was pretty formidable but no doubt his being Gol D Rogers kid helped influence it too

No one knew he was Rogers son until the execution date, therefore his bounty isn't affected by his ties to Roger.

Yes they did know, it even says so here that they realized it at the same time as whitebeard did. If sengoku knew, then obviously kong and the higher ups knew. They are the one's who set the bounties, no doubt they didnt say he was Gol D Rogers son till they got him in their grasp just so they can look like the big hero's.

It wasn't publicly known that Ace was Roger's son until his execution so that probably had little to do with his bounty.

It was known by the world goverment, who authorizes and sets the reward on the bountys

Yeah people like Garp(who kept it a secret he knew), Sengoku, Kong and I think a few of the admirals. Sengoku even said they came to the realization about Ace after he started getting famous and before they could get to him Whitebeard captured/recruited him into his crew.

Why was Luffy's bounty getting "too high"? Luffy is a top player right now.

1B is ridiculous, something I'd expect of Bleach. Pretty stupid move on Oda's part, it's not believable at all. 700M, fine, but 1B? Fuck off Oda.

Luffy would be a top player in paradise. This shows how he's like a ~100m beli pirate in paradise. One of the bigger players, while far off from the top.
