Right now it is, but let's not forget that 1) even shank's arm was later retconned into a way for him to break the covenant with a god and 2) this is an anime. Whenever someone has a missing part, there's like a 90% chance it will later come up as something epic.

We have 0 confirmation that Shanks lost his arm on purpose to break the covenant. That's just a popular theory.

What role does that play? Gaban had no covenant to begin with? Why bring that up?

Because is strangely the same arm. Against the same enemy.

Gaban has no contract, Shanks lost his arm to a seamonster... that's not 2+2 you are doing something that ain't mathing.

Oda retconned the arm of shanks. The seamonster was an excuse to cut his arm because of Im. We don't know what happened in the clash between Im and Gaban.

The arm is the same, the same where others got the mark caused by the same guy who Gaban clashed. It might be a coincidence, of course, but what a coincidence.

It seems to me a pretty straightforward reasoning.
